Immigration & Global Mobility Specialist (Contract)
San Mateo, CA
The Immigration & Relocation Specialist will provide administrative support for SIE’s talent management strategy, including immigration and relocation (domestic/international) for new hires and existing employees, compliance, and team projects. This role is essential to maintain compliance with laws, regulations, policies, and procedures governing immigration and relocation, and adherence to company policies at all times. This role serves to maintain relationships with external Immigration counsel and Relocation/Mobility service partners, and advise our internal Centers of Expertise such as Talent Acquisition, HR Shared Services, HR Business Partners, and Compensation/Benefits, Payroll, Management teams and supported employees/candidates.
In this hands-on role, you will follow company policies and processes to assess, initiate, and track immigration and relocation cases.
This is a one-year contract role, with a possibility of extension.
Responsibilities
PERM labor certification tasks:
- Monitor foreign national population monthly to determine Green card eligibility and request approval to start process with managers and HRBP’s
- Review prevailing wage issues with managers and HRBP’s
- Post Green card requisition job posting in Greenhouse
- Monitor and screen applicants resumes
- Work with managers to schedule phone screenings and review applicants resumes
- Download all applicant resumes and applications in Greenhouse for DOL audit compliance
- Prepare and complete recruitment results spreadsheet, identifying all applicants and reasons for disqualification
- Review and sign PERM labor certification application form 9089
- Assess termination report to resolve layoff over past 6 months for the PERM application job being filed
- Submit complete PERM labor certification recruitment efforts to Fragomen for filing the application with the DOL
Immigrant petition - form I-140
- Review form I-140 forms and support letters
- Work with managers on I-140 upon receipt of USCIS Request for Evidence
Misc. Support
- Coordinate with HRBP’s, and TA coordinators to post the DOL Labor Condonation Applications (LCA)
- Maintain Public Access File spreadsheet to track over 400 active Labor Condition Applications for H-1B and E-3 petitions to mitigate liability to Company
- Assess and purge Public Access files per DOL compliance requirements
- Review monthly immigration law firm report and integrate Workday data to ensure accuracy, flag manager or location changes and terminations, etc.
- Assist the Sr. Manager, Global Mobility and Immigration in auditing all H-1B CAP petitions to ensure timely filing and tracking case status
- Work with Export Control Manager to confirm if a license is required for H-1B’s
- Prepared business invitation letters for employees visiting the US and visa support letters for US employees traveling abroad
- Prepare employment verification Letters for US visa stamping appointments
- Provide support for miscellaneous projects and tasks related to immigration and relocation programs as needed
- Maintain electronic files for immigration and relocation cases
- Immigration Invoicing
Relocation Responsibilities
- Prepare cost estimates, initiate assignments, keep track of assignees and work with outside service providers to successfully assist employees
- Point of contact for new hires and transferees that require relocation
- Initiate relocation process with new hire and transferees and obtain repayment agreement
- Enter relocation data in the Relocation Management Company tool
- Collaborate with payroll to ensure Miscellaneous Allowance (MEA) checks are processed, and delivered to employee within first week of hire
- Review exception requests with the Sr. Manager, Global Mobility and Immigration to settle costs and impact to relocation program
- Prepare and submit One Time Payment (OTP) to SIE HRIS for employee relocation expense(s) payroll tax gross up
- Prepare and submit invoices to Accounts Payables
Customer facing
- Provide excellent customer service and maintain high standards and professionalism at all times
- Respond to email inquiries regarding PERM labor certification and relocation matters
- Provide direction and educate recruiters, managers, employees, and candidates on program policies, guidelines, and processes
- Participate in phone conferences to discuss immigration matters with immigration law firm, management, and employees
- Answer immigration and relocation questions routed from HR Concierge
- Review and audit immigration and relocation expense invoices monthly and submit invoices to payables for payment

- Work experience in Global Mobility, such as relocation, and immigration

Qualifications & Experience
- Practical experience required
- 2+ years of immigration experience
- Knowledge of non-immigrant visas/work permits and employment-based Permanent Residency processes and regulations
- 2+ year of corporate relocation management experience
- Excellent program management and vendor management skills
- Self-motivated, self-starter, proactive and inventive
- Detail-oriented
- Experience working with Workday
- A phenomenal teammate in a fast-paced, flexible environment
- Ability to meet tight deadlines
- Proven success in prioritizing and coordinating multiple tasks
- Proficient in MS Office suite including Word, Excel, PowerPoint
- Strong written, verbal, and interpersonal communication skills
- Ability to work in a multifaceted and changing environment, where multiple priorities need to be effectively handled, while maintaining composure and flexibility in a structured environment
