Human Resource Specialist/Recruiter

Job Description
This role provides administrative and project support to the human resource and recruitment functions. Responsibilities include full cycle recruitment and retention, HR administrative support, onboarding and offboarding and contributing to the employee culture and other HR related activities.
Status: Full-time / Permanent

Essential Duties and Responsibilities:
Core duties and responsibilities include the following. Other duties may be assigned.
- Partners with hiring managers to determine staffing needs and best recruiting process for position(s).
- Develops recruitment strategies to achieve required staffing levels.
- Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals.
- Manages current candidate activity in the applicant tracking system (ATS).
- Uses traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates.
- Builds relationships with local organizations to create pipeline of candidates.
- Develops advertising programs (internal and external) to ensure high visibility with potential candidates.
- Follows up with candidates and hiring managers to obtain feedback regarding recruiting process.
- Screens resumes, interviews candidates (by phone or in person), makes recommendations for hire (or not hire), and delivers employment offers for both exempt and nonexempt position openings.
- Coordinates appropriate employment testing.
- Conducts employment verifications and coordinates background screenings.
- Extends verbal and written contingent job offers.
- Communicates important employment information during delivery of employment offers (e.g., benefits, compensation, non-compete agreements).
- Follows up with the related clerical aspects of employment, such as notifying the department of employee's starting date and the requisition the employee is filling, etc.
- Completes recruitment reporting on employment activity, status, position activity
- Prepare materials and packets for recruiting, interviewing, benefits, and new hire orientation
- Answer employee and manager requests and questions
- File and organize confidential documents, including employee personnel files
- Maintain human resource information system records and compile reports from the database
- Maintain company organizational charts and the employee directory
- Create and update presentations for company meetings, orientations, and HR meetings
- Conduct research on HR topics for HR team
- Conduct project-based audits and reporting on various aspects of the HR function
- Participate in administrative staff meetings and attends other meetings and seminars
- Coordinate and manage company events, parties, and celebrations
- Responsible for conducting recruitment related activities guided by the HR Generalist and Recruiter to include conducting employment verifications
- Maintain compliance with federal, state, and local employment and benefits laws and regulations
- Maintain high standards of confidentiality of all employee records and information
- Provide back-up support to the HR team
- Assist the Sr HR Manager with projects
- Other responsibilities as assigned

EDUCATION AND/OR EXPERIENCE:
- Associate's degree or equivalent from two-year college or technical school in business or human resources and/or applicable years of relevant working experience in human resources
EXPERIENCE:
- -2+ years' recent experience in human resources and full cycle recruitment
LANGUAGE SKILLS:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

PREFERRED BUT NOT REQUIRED:
- Associate Professional in Human Resources (aPHR) certification or SHRM Certified Professional (SHRM-CP)
- Associate’s or Bachelor’s degree in Human Resources
